The Policy paper came out in February 2025, but remains in consultation. The proposals have not been incorporated into the National Planning Policy Framework (NPPF) or enacted via the Levelling-up and Regeneration Act 2023. Industry rumour is that they may form part of future National Development Management Policies (NDMPs)
